My Lord,
I have the honour to transmit the enclosed memorial, which has been addressed to you by Captain Taylour, the Harbour Master, on the subject of a fine which was imposed upon him in the year 1910 in connection with certain defalcat- ions in the Harbour Office.

The matter has been exhaustively discussed in correspondence ending with Viscount Harcourt's confidential despatch of the 22nd April, 1913; and a perusal of the papers satisfies me that there is no new matter now put forward which would justify a re-opening of the case.
3.
With regard to the opening statement in para- graph 2 of the memorial, Captain Taylour was informed that he could have a copy of any letter addressed by or to himself, but that the general file could not be placed at his disposal.
